戦争による領土不拡大の原則の再確認を通じて日露領土問題の解決を

日露領土問題はソ連が「領土不拡大」という大原則を踏みにじって米英の容認の下、千島を占領し、日本がサンフランシスコ条約で日本政府が「千島列島の放棄」を宣言したことにある。しかし７０有余年ソ連・ロシアが実効支配しロシア人が居住し続けていることも事実である。今回の日露首脳会談は何の進展もなかった。２国間交渉は行き詰っており、今後２国間にとどまらず国連・国際司法裁判所その他の国際機関でこの問題を共有し討議する必要がある。

１、 敗戦で故郷から追い出された旧島民の千島への立ち入り,居住の権利を特別の制度で緊急に実現すること。それはロシアの国内法で認可されるものであっても、日本側は人道的立場で許容するべきである。
２、 戦後ソ連・ロシアが千島を占領し続けている歴史的事実について国連国際司法裁判所その他で国際的判定を下すべきである。そして戦争による領土拡大は国際法上不法であることを確認し宣言さればならない。日本は国際的な場での討議を提起するべきである。
３、 １・２が確認されたのち、日露の領土問題の決着がつけられなければならない。その際、７０有余年ソ連・ロシアが実効支配しロシア人が居住し続けていることも考慮することも必要だ。これ以上長期間にわたり領土問題を抱え続けるのは両国にとって不幸なことである。現実的な妥協が必要だろう。そのためにも歴史的な事実の評価の確定が必要である。
４、 領土問題が決着したのち平和条約を締結するべきである。

Can we decide to stop counting the number of Olympic medals from now?

Praising the performances of Olympic athletes is good, but boasting about  the number of medals is bad. The Nazis made a bad use of the Berlin Olympic to increase national prestige and german's antiforeign sentiment.

Each medal is a result of an athlete's training, but the number of medals is influenced by each country's economy.
78 countries got the medal in 205 participating countries and legions. Top 10 countries, that are all the members of the G20, got 53.2% of all. Europe got 49.5%. The Olympic game is the festival of sports, not of the economy.

 Let's stop counting the number of the medals.

緊急に10万人以上乗降客のある駅にホームドアの設置を

　　東京メトロ銀座線青山一丁目駅での転落死亡事故は非常に痛ましい事故です。毎年全国で3600件を越す転落事故が発生し死亡事故も続いています。ホームドアの設置が必要だと言われて何年も経過しています。ホームドア設置は進んでいません。1日に10万人以上乗降客がある駅が全国に251あります。青山1丁目駅もその一つです。設置済みは77です（16年3月現在）。設置率30％です。設置が進まない理由は多額の費用がかかるためとされています。
　どれだけの費用がかかるのでしょうか。JR東日本によると山手線全29駅に設置するのに約550億円とのことです。一駅あたり19億円です。そのデータから推計すると10万人以上乗降客がある駅全てに設置するには3300億円かかります。人の命を守るための必要な費用です。
　リニア中央新幹線の東京・名古屋の総工費が5兆5千億円です。大阪まで延伸すると9兆円です。JR東海単独では財政的には困難なため国費を投入する計画になっています。ホームドア設置はリニア新幹線の3.7％の費用でできます。鉄道会社だけで実施するのが困難なら、政府が財政支援を行えばできます。

This month I saw your paper crane in Hiroshima. These are amazing. Since then I have made paper cranes every evening. I want that you take the act as a leader to abolish nukes. Please declare that US will not use nukes first.

首相官邸安倍首相宛に以下のメールを送りました

安倍首相はオバマ大統領の核先制不使用宣言に反対されたと聞きました。被爆国の国民として非常に残念に思います。

以下の点についてお答えください。
①非戦闘員を無差別に大量に殺傷害する核兵器の使用はいかなる理由があろうとも国際法違反・戦争犯罪です。首相はどう考えますか。
②核先制使用の可能性の留保が戦争抑止力になるのですか。指導者は敵味方の軍事力を理性的に判断して開戦を決断するのですか。先の戦争でも軍事的な力の差があっても戦争は始められました。軍事力は戦争抑止の力にはなりません。相手国の指導者の軍事についての理性的判断だけに期待するのは無益です。
③核先制使用の可能性で脅かすことが他国の一層の核開発を後押しすることになります。これは米ソ冷戦時代の教訓です。今回の首相の行動が北朝鮮の核開発に拍車をかけると考えませんか。

Why we may not realize this goal in Obama’s lifetime?

President Obaha came to Hiroshima. The visit to Hiroshima by a sitting American president is meaningful. A rehash is not welcomed. His speech in Prague was, made me move. But he didn’t say nothing new in Hiroshima. He all the way came to Hiroshima from Prague said nothing new. He said that we may not realize this goal in his lifetime. I don’t think so. Because we have already abolished the chemical weapons and the antipersonnel landmines. Only if the nuclear weapon countries agree, we can abolish nukes. Obama shouldn’t say we may not realize the goal now. He should say to other nuclear countries to start the negotiation to abolish nukes now. That’s his last mission.

I welcome president Obama’s visit to Hiroshima.

For the moment I don’t expect that Obama will express apology for dropping the atomic bombs. I know in US there are various opinions about the bombings. The US government didn’t let the former ambassador Roos to offer flowers to the sprits of the victims when he travelled to Hiroshima in 2010.

I’m looking forward to hear Obama’s speech in Hiroshima. It should not be just empty words, but concrete remarks. For example, Obama should say that nuclear weapons are inhuman and US will take part in discussions about the Nuclear Weapons Convention. And Obama will be a real Novel Peace Prize winner.
