Japanese W.L.M. should make a new guideline for the swine flu vaccine for elder persons

H1N1 swine flu is spreading all over Japan.  I think that as many persons as possible should take a swine flu vaccine. We have one problem, whether the swine flu vaccine is safe or not. The Welfare Labor Ministry said that 21 persons died soon after they took the vaccine. Of course it is not clear that the vaccine caused the deaths. Nineteen of the 21 dead were over 70 years old. The number of swine flu victims over 70 years old is only 15 in Japan. Nineteen is not few. I think the vaccine is useful for protection against swine flu. The W.L.M. should make a new guideline for the swine flu vaccine for elder persons, who may take it and who may not.
