A lawsuit against the Japanese government by air-raid victims in Osaka

At the end of the Pacific War the U.S army carried out random bombings in Japan. 500,000 people were killed and many were injured.
On December 8, 2008, 18 people, who were injured by the U.S. air-raid in 1945, filed a suit against the Japanese government. They pointed out that the government should have avoided the war against the U.S and certainly should have stopped the war before the air-raid occurred. Furthermore the government should provide compensation for the civilian victims as much as for the Japanese soldiers and military employees.
Random attacks against civilians are now firmly prohibited by the International Humanitarian Law. I think the U.S has a moral responsibility. Of course the Japanese army did the same thing in China. It should never happen again.
The Japanese government should compensate these civilian victims. That would be the best way to confirm their resolution never to initiate a war again.
