The Closure of the U.S. Futenma Base

The Japanese people are wondering how we can close the U.S. Marine Corps Futenma Air Station in Okinawa. This is a wish for most of us.
In Okinawa there are 38 U.S military bases. They are 25% of the total number of U.S. military bases in Japan and 75% of their total area. The Futenma Air Station is in Ginowan, Okinawa. It is located in the center of the city, and its area is 24.6% of the city. It is threatening the citizen’s daily life. There are numerous military bases in the world, but nothing is like Futenma. Even in the U.S no base is in the middle of a civilian residential area. The Futenma base must be removed immediately.
The problem is whether to withdraw unconditionally or to relocate somewhere else. There are many different opinions about the Japan-US Security Treaty. But the removal is another thing from the evaluation of it.
The previous government made an agreement with the U.S; relocation to Henoko in Nago, north of Okinawa. But a new government has been born and all the members of the House of Representatives, newly elected in Okinawa, are against relocation to any place in Okinawa.
Even if the U.S. bases might be needed for the security of Japan and north-east Asia, I think the Futenma base should be removed without any conditions, because the U.S. Marines residing in Futenma are not for defense but for attack. This is easily understood to think about the Iraq War. The U.S.made a preemptive attack againt Iraq by sending them.
